Chapter 1 General
Article 1 These measures are formulated in order to strengthen the management of foreigners' climbing in China, organise international mountaineering exchanges, and promote the development of mountaineering in China.
Article 2 These methods are applicable to foreigners climbing the following peaks of openness to the outside world within China and attaching scientific investigations and surveying activities within the peak areas.
(i) Mountain peaks more than five kilometers above sea level in the Tibet Autonomous Region;
(ii) Peaks with an altitude of 3,500 meters above sea level in other provinces and autonomous regions.
Article 3 Aliens who engage in mountaineering activities in China shall abide by Chinese laws; the legitimate rights and interests of foreigners shall be protected by Chinese laws.
Article 4 The principle of unified leadership and responsibility for the classification shall be applied to the management of mountaineering for foreigners in China.
Article 5 The peaks of opening to the outside world shall be announced by the National Sports Commission of the People's Republic of China (hereinafter referred to as the State Sports Commission) and the Ministry of Public Security.
Chapter II Mountaineering Procedures in China
Article 6 When a foreigner comes to China for mountaineering, he or she may form a team on his own, or a team of foreign teams and Chinese teams may form a team.
Article 7 Foreigners who come to China for mountaineering shall submit a written application to the State Sports Commission. Foreigners who form foreign teams to come to China for mountaineering may apply for a foreign team. They may also entrust their applications to the provincial and autonomous region mountaineering associations. The foreign team and the Chinese team formed a Chinese-foreign joint team to climb the mountain, and the Chinese team submitted an application.
Article 8 The National Sports Commission shall, after receiving a foreign team or a Chinese and foreign joint team’s climbing application, make a decision on whether or not to approve it within 60 days, and notify the foreign team or the Chinese and foreign joint team or the mountaineering association of the province or autonomous region that the agent applies for. And the sports activities of the provinces and autonomous regions where the mountaineering activities are located.
Article 9 After the foreign team receives the mountaineering notice approved by the State Sports Commission, it shall pay the registration fee in accordance with the notice and sign a protocol for hiking with the unit specified in the notice.
A unit that signs a protocol for hiking with a foreign team (hereinafter referred to as the Chinese contracting unit) shall promptly submit a copy of the protocol to the State Sports Commission for the record.
Article 10 The protocol shall not be arbitrarily changed after it has been submitted to the State Sports Commission for record. If there is a need for change, it shall be confirmed through consultation between the Chinese and foreign parties signing the protocol; if the season, route or peak of the climb is changed, it shall be reported to the State Sports Commission for approval.
Article 11 The foreign team shall remit the funds for climbing in China within one month prior to the arrival of the full amount of funds for the Chinese contracting units according to the notice of the State Sports Commission and apply for a visa at the Chinese embassy (consulate).
Chapter 3 Mountaineering Activities
Article 12 Prior to mountaineering, foreign teams should handle the relevant insurance issues for Chinese citizens accompanying the team and implement various measures to protect the natural environment of the mountainous areas according to the requirements of the State Sports Commission.
Article 13 Foreigners who climb mountains shall abide by the following provisions:
(1) Climbing in accordance with the mountain peaks and routes approved by the State Sports Commission, not to climb other peaks, and not to cross the approved route; foreign mountaineering teams are not allowed to transfer each other's peaks and routes;
(b) Foreign mountaineering teams must not recruit players outside the team;
(3) If it is required to display the national flag of the country in which the foreign team is located, it shall be approved by the Chinese State Sports Commission and at the same time display the Chinese national flag of a similar size;
(4) The names and heights of the use of mountain peaks shall be subject to the disclosure of the relevant departments of the Chinese government;
(5) Maintaining the mountaineering route and environmental sanitation of the camp area, and not sowing souvenirs and other articles on the mountain climbing activity area;
